In one of his most striking declarations, Mr. Bush said that “America is addicted to oil” and set a goal of replacing 75 percent of the nation’s Mideast oil imports by 2025 with ethanol and other energy sources. But even that goal was more modest than it might have appeared— the United States gets less than 20 percent of its oil from the Persian Gulf —and the speech was notable largely for a lack of big new proposals from a president who for five years has not shied away from provocative and politically risky initiatives. To his familiar call about ending”tyranny in our world,” Mr. Bush added a new framework that sought to address the anxieties created by a rapidly changing economy and an aging society. Beirut Barracks bombings: French Drakkar Barracks: In the attack on the French barracks, the nine-story ‘Drakkar’ building, 55 paratroopers from the 1st Parachute Chasseur Regiment and three paratroopers of the 9th Parachute Chasseur Regiment were killed and 15 injured by a second truck bomb. Arguably the most authoritative work on terrorism was the February 1986 Report of the Vice President’s Task Force on Combatting Terrorism, chaired by Vice President George Bush, Sr. Yet no mention of the study has appeared in the press since September 11, 2001. On that day, the George Bush Library archivist, Melissa Walker, pulled it from her files in anticipation of interest by the media. But not until October 29th did she receive her first request. It was from CRPS. This report concludes that the root cause of terrorism is overpopulation. Profile of a Terrorist: The motivations of those who engage in terrorism are many and varied, with activities spanning industrial societies to underdeveloped regions. Fully 60 percent of the Third World population is under 20 years of age; half are 15 years or less. These population pressures create a volatile mixture of youthful aspirations that when coupled with economic and political frustrations help form a large pool of potential terrorists. Many terrorists have a deep belief in the justice of their cause. They are tough and vicious and may have little regard for their own lives or those of their victims in attempting to achieve their goals. Others may even be hired assassins.
Terrorism and the Media: Terrorism is a form of propaganda, demanding publicity to be effective. Among the factors cited for the increases in both the number and sensational nature of incidents is the terrorists’ success in achieving wider publicity and influencing a much broader audience. Terrorists see the media’s role in conveying their messages worldwide as essential to achieving their goals. If the violence is spectacular, wide coverage is usually assured. Terrorist acts are newsworthy, and the media see coverage as a professional, competitive responsibility. Some in the media have claimed that intense coverage helps to resolve an incident and that putting the hostages on television may actually save their lives. The other side of this argument is that untimely or inaccurate information released by the media can interfere with resolution of an incident, foreclose options for dealing with it, or unwittingly provide intelligence information to terrorists, which prolongs an incident or endangers lives.
Study the Relationship between Terrorism and the Domestic and International Legal System: International and domestic legal systems are adequate to deal with conventional war and crime. However, on occasion, questions of jurisdiction and authority arise when it comes to terrorism. For example, there are ambiguities concerning the circumstances under which military force is appropriate in dealing with terrorism. This lack of clarity about the international law enforcement relationships and legal systems could limit governments’ power to act quickly and forcefully. The Departments of State and Justice should encourage private and academic study to determine how international law might be used to hasten—rather than hamper—efforts to respond to an act of terrorism.

Oklahoma City Bombing – Others Unknown
The Oklahoma City bombing was a domestic terrorist truck bombing on the Alfred P. Murrah Federal Building in downtown Oklahoma City, Oklahoma, United States on April 19, 1995. Perpetrated by Timothy McVeigh and Terry Nichols, the bombing killed 168 people, injured more than 680 others, and destroyed one-third of the building. The blast destroyed or damaged 324 other buildings within a 16-block radius, shattered glass in 258 nearby buildings, and destroyed or burned 86 cars, causing an estimated $652 million worth of damage. Extensive rescue efforts were undertaken by local, state, federal, and worldwide agencies in the wake of the bombing, and substantial donations were received from across the country. The Federal Emergency Management Agency (FEMA) activated eleven of its Urban Search and Rescue Task Forces, consisting of 665 rescue workers who assisted in rescue and recovery operations. The Oklahoma City bombing was the deadliest terrorist attack on American soil until the September 11 attacks six years later, and it still remains the deadliest incident of domestic terrorism in United States history. Within 90 minutes of the explosion, McVeigh was stopped by Oklahoma Highway Patrolman Charlie Hanger for driving without a license plate and arrested for illegal weapons possession. Forensic evidence quickly linked McVeigh and Nichols to the attack; Nichols was arrested, and within days, both were charged. Michael and Lori Fortier were later identified as accomplices. McVeigh, a veteran of the Gulf War and a U.S. militia movement sympathizer, had detonated a Ryder rental truck full of explosives parked in front of the building. His co-conspirator, Nichols, had assisted with the bomb’s preparation. Motivated by his dislike for the U.S. federal government and angry about its handling of the Ruby Ridge incident in 1992 and the Waco siege in 1993, McVeigh timed his attack to coincide with the second anniversary of the deadly fire that ended the siege at the Branch Davidian compound in Waco, Texas. The official investigation, known as “OKBOMB”, saw FBI agents conduct 28,000 interviews, amass 3.5 short tons (3,200 kg) of evidence, and collect nearly one billion pieces of information. The bombers were tried and convicted in 1997. McVeigh was executed by lethal injection on June 11, 2001, and Nichols was sentenced to life in prison in 2004. Michael and Lori Fortier testified against McVeigh and Nichols; Michael was sentenced to 12 years in prison for failing to warn the United States government, and Lori received immunity from prosecution in exchange for her testimony. As a result of the bombing, the U.S. Congress passed the Antiterrorism and Effective Death Penalty Act of 1996, which tightened the standards for habeas corpus in the United States, as well as legislation designed to increase the protection around federal buildings to deter future terrorist attacks. On April 19, 2000, the Oklahoma City National Memorial was dedicated on the site of the Murrah Federal Building, commemorating the victims of the bombing. Annual remembrance services are held at the same time of day as the explosion occurred.
Others Unknown: In Others Unknown, Stephen Jones, Timothy McVeigh’s lawyer in his trial for the 1995 bombing of the Murrah Office Building in Oklahoma City, provides the fullest possible account of the worst act of terrorism in American history. In a complete revision of his 1998 hardcover, Jones tells for the first time the whole story of his investigation of the case, including what he was told by McVeigh and what he learned about others involved in the conspiracy. His account differs significantly from the tale McVeigh is telling as he faces execution for his crimes. In interviews with Buffalo News journalists, reported in their recently released book American Terrorist(ReganBooks, April 2000), McVeigh claims total responsibility for the bombing, saying “It was my choice and my control to hit that building when it was full.” In Others Unknown Jones sets the record straight, saying what he could not say when he first wrote this book, before McVeigh effectively waived attorney-client privilege: that based on what he learned as McVeigh’s counsel, Jones knows that the bombing was a conspiracy, and that McVeigh was not its mastermind. “I’m not trying to say he was innocent. He has exaggerated his guilt to protect others. He played a role, but he was a foot soldier, a mule, not the general,” says Jones. “I know it did not happen the way he tells it in his book.” Jones reports in detail what McVeigh told him as the case progressed; explains why McVeigh did not plead guilty; and shows McVeigh’s real role in the conspiracy and how he obstructed his own defense. This is the definitive historical record of a heinous act of murderous rage; an account indispensable to understanding what happened. Here, on a highway stretching across trampled prairie grass, the fundamental contest of our time is playing out.
It’s a confrontation not only between two groups of people, but between two world views. The space between the lines vibrates with tensions of race, historical trauma, broken treaties, money and politics, love and fear. But the underlying issue that charges the air, mixing with the smells of tear gas and sage, is the global contest between two deeply different ideas about the true meaning of land.
On one side is the unquestioned assumption that land is merely a warehouse of lifeless materials that have been given to (some of) us by God or conquest, to use without constraint. On this view, human happiness is best served by whatever economy most efficiently transforms water, soils, minerals, wild lives, and human yearning into corporate wealth. And so it is possible to love the bottom line on a quarterly report so fiercely that you will call out the National Guard to protect it.
On the other side of the concrete barriers is a story that is so ancient it seems revolutionary. On this view, the land is a great and nourishing gift to all beings. The fertile soil, the fresh water, the clear air, the creatures, swift or rooted: they require gratitude and veneration. These gifts are not commodities, like scrap iron and sneakers. The land is sacred, a living breathing entity, for whom we must care, as she cares for us. And so it is possible to love land and water so fiercely you will live in a tent in a North Dakota winter to protect them.
It may turn out that the cracks in that stretch of two-lane highway mark a giant crack in time, when one set of assumptions about reality snaps and is replaced by another. This, like all times of paradigm shift, is an unsettled time, a time of shouting and police truncheons, as privileged people defend the assumptions that have served them royally.

As Army Chief of Staff, I was in no position to say if I was for or against the evacuation. It was my duty to analyze the possible pros and cons. When asked whether Gaza is a strategic military asset to the State of Israel, I said no. On the other hand, leaving Gaza without controls in place, could turn the Gaza strip into a strategic threat. I thought that if we do leave Gaza, it be contingent on the Palestinians paying a heavy price. That didn’t happen. .. The borders of the State of Israel are what God gave us in the Bible. Political circumstances may be such that we cannot occupy those borders at a particular time, but it is according to the Bible simply forbidden, to give up what you possess. You realize of course that I am a religious fanatic; but there is some small degree of rationality in me. If someone had come to me and said that giving up Gaza and Northern Samaria, would actually benefit the safety of the rest of Israel. Even though I believe it’s a mistake, I can understand it. Rivet-popping on Spaceship Earth consists of aiding and abetting the extermination of species and population of nonhuman organisms … Some of these species supply or could supply important direct benefits to humanity, and all of them are involved in providing the public services without which society could not persist….
Ecosystems, like well-made airplanes, tend to have redundant subsystems and other “design” featuers that permit them to continue functioning after absorbing certain amount of abuse. A dozen rivets, or a dozen species, might never be missed. On the other hand, a thirteenth rivet popped from a wing flap, or the extinction of a key species involved in the cycling of nitrogen, could lead to a serious accident.
In most cases an ecologist can no more predict the consequences of the extinction of a given species than an airline passenger can assess the loss of a single rivet. But both can easily foresee the long-term results of continually forcing species to extinction or of removing rivet after rivet. NO sensible airline passenger today would accept a continuous loss of rivets from jet transports. Before much more time has passed, attitudes must be changed so that no sane passenger on Spaceship Earth will accept a continuous loss of populations or species of nonhuman organisms.
